Rescue and Relief workers often encounter semantic interoperability issues while communicating with each other while carrying out relief operations.

Multi-agency disaster management requires collaboration among geographically distributed public and private organizations to enable rapid and effective response to an unexpected event. When disaster strikes, the complex task environment requires multiple organizations to transform their roles from autonomous actors into interdependent decision-making teams. Relevant information should be collected from multiple sources, verified for accuracy, and shared with appropriate responding organizations within a short time period to ensure coherent coordination.
